§ 90.28  DISPOSAL OF ANIMAL DEFECATION.
   The owner, handler or person in control of any dog that defecates on any public property or any private property other than that of the animal’s owner must immediately collect and remove such animal’s feces from the public or private property. It is unlawful for the owner, handler or person in control of a dog to intentionally, knowingly, recklessly, or with criminal negligence, fail to clean up such animal’s feces after the dog has defecated on any public property or private property other than that of the owner of the animal.
