Every railroad company operating a railroad in or through any part of the city shall keep that portion of its roadbed and right-of-way over which crosses any street or public road in the city in proper condition for the use of the traveling public. In case of any company’s failure to comply with this section for 30 days after written notice so to do is given by the city, such company shall be guilty of a misdemeanor.
