§ 70.06  TOY VEHICLES; HELMETS.
   (A)   Use of roller skates, coasters, similar devices on roadway. No person upon roller skates, or riding in or by means of any coaster, toy vehicle or similar device, shall go upon any roadway, except while crossing a street on a crosswalk; and, when so crossing, such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.

   (B)   Helmet required for children riding or operating bicycles or electric bicycles.
      (1)   It is unlawful for any child to operate or ride upon a bicycle or electric bicycle, or any sidecar, trailer, child carrier, seat or other device attached to a bicycle or electric bicycle by any means, unless the child is wearing a helmet.
      (2)   It is unlawful for a parent to allow or permit a child to operate or ride a bicycle or electric bicycle, or any sidecar, trailer, child carrier, seat or other device attached to a bicycle or electric bicycle, unless the child is wearing a helmet.
      (3)   It is a defense to prosecution that the bicycle or electric bicycle was not being operated upon a public way at the time of the alleged offense.
