§ 52.04  UNLAWFUL TURN ON OF WATER.
   It shall be unlawful for any person to turn on the water supply to any building or to any supply pipe where the supply has been turned off for the non-payment of the monthly water charge or for the violation of any rule or ordinance governing the waterworks system, without authority from the city.
