(A) The collection of garbage, trash and rubbish within the city limits is prohibited, except by the city and/or its authorized agents.

(B) The city and/or its authorized agent will not make collection of kitchen garbage, trash, rubbish or tree limbs where they are not prepared for collection and placed as designated by the terms of this chapter. Such failure to collect shall not affect any prosecution for a violation of this chapter.
