§ 51.17  DETERMINING THE TOTAL ANNUAL COST OF OPERATION AND MAINTENANCE.
   (A)   The town shall determine the total annual cost of operation and maintenance of the wastewater system. The total annual cost of operation and maintenance shall include but need not be limited to labor, repairs, equipment, replacement, necessary modifications, power, sampling, laboratory tests and a reasonable contingency fund.
   (B)   The town will establish an “operation and maintenance account” and “equipment replacement account” in accordance with § 51.22. Fiscal year end balances in each account will be carried over to the same account in subsequent years.
   (C)   The total annual cost of the wastewater system will be the sum of the above-mentioned operation and maintenance cost and debt retirement, if any.
