(A) It is unlawful for any owner to fail to provide for removal and proper disposal of his or her or its refuse, as provided for by this chapter.
(B) No person shall place or cause to be placed the following in any container: a dead animal, any human or animal excrement, septic tank contents or similar liquid wastes, hazardous waste or things designated as “special waste” by the State Department of Environmental Quality pursuant to A.R.S. §§ 49-851(5), 49-852 or pursuant to any applicable rule-making.
