(A) The town may enter into a contract for providing service as set forth in this chapter. This contract shall be renewed on a yearly basis. It is unlawful for any person, other than the collector or the owner, to accumulate, collect, haul, transport or dispose of any refuse or waste from any property within the town, except as provided in this chapter.
(B) Any person engaging in the business of accumulating, collecting, hauling, transporting or disposing of garbage, rubbish or waste, other than by contract with the town, shall have first obtained a permit issued by the Director to engage in such business and shall conduct such business in a lawful manner. A permittee will be considered the agent of the owner for the purposes of accumulating, collecting, hauling, transporting or disposing of the same.
