(A) No person driving or in charge of a motor vehicle shall permit it to stand unattended on public property, or on a used or new car lot, without first stopping the engine, locking the ignition, removing the ignition key from the vehicle, effectively setting the brake thereon, and, when standing upon a grade, turning the front wheels to the curb or side of the highway or street.
(B) If a police officer finds a motor vehicle standing unattended on any public property, or on any used or new car lot in violation of this section, such police officer is authorized to remove the key from the vehicle and deliver the key to the Police Department.
(C) In a prosecution charging a violation of this section, the person in whose name the subject vehicle is registered shall be prima facie responsible for the violation and subject to any and all penalties imposed by the court. If more than one person is listed as the registered owner, those persons shall be jointly and severally prima facie responsible for the violation and subject to penalties therefor.
