(A) It is unlawful for any person to do any act prohibited by this chapter or fail to perform any act required by this chapter or to willfully fail or refuse to comply with any lawful order or direction of a Police Department official or any Fire Department official.
(B) (1) No provision of this chapter for which a sign is specifically required to be posted shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person.
(2) When a particular section does not state that a sign is required, that section shall be effective even though no sign is erected or in place.
