(A) Each user’s volume contribution percentage, as determined in § 51.18, shall be multiplied by the total operation and maintenance cost, as determined in § 51.17, to determine each user’s share of the debt retirement, each user’s volume contribution percentage shall be multiplied by the then-existing average annual debt service if any.
(B) The town may assess a surcharge on any establishments which fall below the 25,000 gpd industrial level, but discharge wastewater concentrations greater than concentrations from an average residential user. Future operation of such an establishment or of any industry in the town shall necessitate revision of this subchapter.
