§ 130.07 WELLS, PITS AND THE LIKE TO BE PROTECTED.
   Any person being the owner or agent or having control of any vacant or unenclosed lot within the city, who shall knowingly allow any well, pit, hole or over place to remain without guarding, fencing or securely covering the same, so as to prevent persons and animals from falling therein, shall be deemed guilty of a misdemeanor.
