A fee of $100 shall be paid to the city by the owners of the taxicab franchise and an additional fee of $25 per cab per year shall be paid on or before January 1 of each year. Upon payment of said fee, a permit card shall be issued to each taxicab, and the permit card shall be displayed conspicuously in the taxicab. The permit card shall contain a number and said number shall be placed or displayed on the inside of every taxicab.
