It shall be the duty of every owner of every taxicab operated within the city to render or cause to be rendered for ad valorem taxes to the city all vehicles or other equipment used in such business, and a failure to render for and to pay such ad valorem taxes to the city before they become delinquent shall, at the will of the Council, operate as a revocation of any permit authorizing the operation over the public streets, alleys and ways of the city of any such taxicabs.
