To the extent that they are consistent with the requirements and responsibilities detailed in this chapter, and MCS provider is authorized to promulgate such rules and internal practices as shall be necessary to enable it to exercise its rights and perform its duties under this chapter, state law, and the rules of any federal agency charged with the responsibility of regulating MCS providers.
