(A) The Council/franchising authority is hereby designated the officer of the city which is responsible for the continuing administration of this chapter.
(B) Unless prohibited by federal or state law, the Council/franchising authority may delegate its powers and authorities with respect to administering either an MCS provider or a franchise agreement, to a duly authorized representative of the city, including the Mayor, the City Manager, or a City Cable Advisory Committee.
(C) However, the Council/franchising authority may never delegate its franchising or revocation power to another person.
