This chapter shall be construed under and in accordance with the laws of the State of Texas and the City Charter and City Code to the extent that such Charter and Codes are not in conflict with or in violation of the Constitution and laws of the United States or the State of Texas. All obligations of the parties hereunder are performable in Johnson County, Texas. In the event that any proceeding is brought to enforce the terms of this chapter, the same shall be brought in Johnson County.
