(A) If the Chief denies the issuance of a funeral escort permit or revokes a funeral escort permit as provided in this Chapter, the applicant/permit holder may appeal the Chief's decision to the City Manager. Any revocation of a permit is stayed pending the outcome of the City Manager's decision.
(B) The applicant/permit holder must file the notice of appeal within ten days after the receipt of the Chief's written decision. The City Manager shall grant a hearing within 30 days after receiving the notice of appeal, at which time the applicant/permit holder and the Chief may present evidence or information regarding whether the funeral escort permit should be granted or reinstated. The decision of the City Manager shall be final.
