In addition to any other provision of this chapter that requires the obtaining of a reservation prior to engaging in a given activity, no person shall conduct, operate, present, manage or take part in any of the following activities in the Cleburne Conference Center and the senior citizens center unless a reservation is obtained prior to the start of such activity:
(A) Any organized event using all or a portion of said facilities.
(B) Any exhibit, dramatic performance, play, motion picture, radio or television broadcast, fair, musical event or any similar event.
(C) Any public meeting, assembly, ceremony, address, speech, political meeting or other gathering.
(D) Any organized sports activity.
