No person, within the said facilities or on the grounds of the facilities shall:
(A) Expose or offer for sale or hire any article, thing or service, nor station or place any stand, cart or vehicle for the transportation, sale or display of any article, thing or service unless a permit has been obtained from the Cleburne Conference Center Manager.
(B) Announce, advertise or call the public's attention in any way to any article, thing or service for sale or hire unless done pursuant to a permit obtained from the Cleburne Conference Center Manager.
(C) Paste, glue, tack or otherwise place any sign, placard, advertisement or inscription on any facility of this department or cause to be erected any sign on any property owned by the city surrounding said facilities unless done pursuant to a permit obtained from the Cleburne Conference Center Manager.
