No person shall do, or cause to be done, any of the following, inside or outside of the Cleburne Conference Center or the senior citizens center, without first obtaining a permit:
(A) Mark, deface, injure, displace, remove or tamper with any piece of equipment, furniture, fixtures, buildings or other property of said facilities.
(B) Construct, alter, modify or erect any partition or structure of any kind, whether permanently or temporarily, without written consent from the Community Services Division Director.
