(A) The following fees shall be paid for permits required by § 99.42:
(1) For excavations in and under unpaved streets, the permit fee shall be $3.
(2) For excavations in and under paved streets, the permit fee shall be $5.
(B) Any utility company which pays a franchise fee to the city shall not be required to pay a permit fee.
