No more than one-third of the width of the street shall be occupied by materials, equipment or tools used in the construction or repair of any improvement subject to the provisions of this subchapter, and barricades shall be placed around such equipment so as to leave at least two-thirds of such street open for traffic. Such barricades and street obstructions shall be supplied with lights at night so that the same will serve as protection to the public.
