All work performed under a permit issued pursuant to this subchapter, and all materials used therein, shall comply with the specifications therefor set out in section 10 of the ordinance, upon which this subchapter is based, adopted by the City Council on April 12, 1955, a copy of which is on file in the City Clerk's office. No deviation from such specifications shall be made without written authority from the City Engineer.
