The City Manager shall have full power to revoke any license or permit issued under this chapter for the violation or infringement of the rules or regulations prescribed in this chapter. If for any reason a person's license or permit is revoked, he or she shall have the right to appeal the revocation to the City Council. Any such revocation shall be in addition to any penalty imposed for such violation.
