The City Council may, upon application and after hearing, waive for a specified length of time such of the terms, provisions and conditions of this subchapter as may be deemed appropriate for the accommodation of water carnivals, shows, boat races, swimming meets, educational purposes, exhibitions and other special events as may be permitted from time to time, and subject to such safety measures as the City Council may require.
