(A) Areas at the lake shall be set aside for commercial purposes, such as the rental of boats and motors and sale of bait and supplies. Any person to whom a concession is let shall be responsible for observance of all rules and regulations, and for the performance of such other duties as required by his contract.
(B) Concessions may be let at the lake to any parties desiring to operate a community boat house, public fishing pier, and other types as approved by the City Council. Concession rights will be let on a bid basis. The number and location of these facilities shall be controlled by the City Council.
