§ 93.06 FIRE DEPARTMENT ORGANIZATION.
   (A)   The Fire Department of the city shall consist of two divisions based on the similarity in duties and responsibilities within each respective division. The first division shall be known as "Emergency Services" and the second shall be known as "Fire Prevention." The Fire Chief may define functional sections within each division and assign supervision responsibilities as necessary.
   (B)   The Fire Chief may make assignments to any Fire Department activity as manpower availability and the needs of the Fire Department arise.
   (C)   All of the duties performed within each classification are necessary to the mission of the Fire Department and are of equal status. The Chief may, in his or her discretion, vary or change assignments or reassign members to accomplish the goals of providing effective service and ensuring the continuity of the service. No member has the right to continue to perform any particular duties within his or her classification. The Chief may make such temporary assignments and/or out-of-class assignments as he or she may deem necessary to accomplish the mission of the Fire Department.
