§ 93.04 OBSTRUCTING FIRE DEPARTMENT OPERATIONS AND USE OF FIRE DEPARTMENT PROPERTY FOR CERTAIN ACTIVITY.
   (A)   It shall be an offense for any person to obstruct the operations of the Fire Department in connection with the extinguishment or control of any fire, or actions relative to other emergencies, or disobey any lawful command of the Fire Chief or other officer of the Fire Department in charge of an emergency, or any part thereof, or any lawful order of a police officer assisting the Fire Department.
   (B)   The buildings and premises of the Fire Services Department (Administration Building) at 114 West Wardville Street, Fire Station 1 at 801 East Henderson Street, Fire Station 2 at 606 South Nolan River Road, and Fire Station 3 at 901 West Kilpatrick Street are hereby designated as non-public forums. These are buildings and premises at which official business of the Fire Department is conducted, including training, maintenance of equipment, administration, and other official department business.
   (C)   Except as permitted by division (D), it shall be unlawful for a person to engage in protests, public speeches, marches, sit-ins, or demonstrations promoting a point of view at the buildings or premises set forth in division (B).
   (D)   Activity that is unlawful under division (C) is permitted:
      (1)   On adjacent sidewalks and public rights-of-way so long as the activity is not conducted in the roadway;
      (2)   On the grass yards in front of Fire Stations 1, 2, and 3, but only within ten feet of the public right-of-way; and
      (3)   Only if the activity does not obstruct vehicle or pedestrian movement on any street, road, sidewalk or access to or from the buildings or premises set forth in division (B).
   (E)   For the purposes of this section, the term DEMONSTRATION is defined as the dissemination of information by displaying objects, placards, signs, symbols, or engaging in expressive conduct concerning religious, political or other views to the extent that such activities are protected by the First Amendment of the United States Constitution or Article 1, Section 8 of the Texas Constitution.
   (F)   For the purposes of this section, the term ROADWAY is defined as the portion of a street or highway designed, improved or ordinarily used for vehicular travel, typically delineated by curbs, edgelines or the edge of the pavement.
