§ 92.26 MEMORIAL AND MONUMENT FOUNDATION REQUIREMENTS.
   The following are rules and regulations concerning memorial or monument foundation requirements:
   (A)   A permit fee shall be paid and a permit shall be obtained by all individuals constructing, erecting or installing memorial or monument foundations within the city's cemeteries. Inspection of the foundation site shall be requested by the individual or firm prior to pouring the concrete. Final approval of foundation will be made upon completion of the project.
   (B)   The concrete to be used for the memorial or monument foundation shall have a minimum compression strength of 3,000 pounds per square inch.
   (C)   Excluding Section A in Rosehill Cemetery, in all other sections and any future sections developed the memorial or monument foundation shall be six inches longer and wider in all directions than that of the memorial or monument to be installed on said foundation and having a minimum depth of four inches. If a monument stands more than two feet in height, then one 6" x 12" round pier must be installed in the middle which is continuously poured with the foundation.
   (D)   Visible foundations will not be required in Section A and any future flat marker sections developed, but shall have a concrete foundation pad directly underneath the marker to prevent sinking of the marker.
   (E)   All memorial or monument foundations shall have 10/10 or #3 1/4" reinforcement rod the length of the foundation every six inches of foundation width within the concrete.
   (F)   Monument companies shall be responsible for the fabrication and installation of all foundation required.
   (G)   Monuments in sections except Section A will be set as near the center of the lot as possible.
   (H)   Only upright monuments are allowed in Sections D and E. Lots facing the street side in these sections shall have the monument facing the street and located at the end of the lot closest to the street. Lots behind those lots on the street side shall have the monument placed at the opposite end of the lot.
   (I)   All monuments are to be jointed with Set Rite or material of similar quality.
   (J)   City reserves the right to refuse permission to allow a marker or monument to be placed on a lot until said lot is paid for in full.
   (K)   Granite or marble raised lettering shall not be permitted other than those already existing.
   (L)   Pictures in grass level markers shall not be permitted other than those already existing.
   (M)   There shall be a minimum of four inches of concrete base for each marker.
(Only grass level markers made of granite, marble or bronze shall be permitted.)
