The sale or transfer of any interment right by any space owner shall not be binding unless approved in writing by the city prior to such sale or transfer. This procedure is required in order that the city may, at all times, have a complete and accurate record of all owners of spaces. The legal recording of the sale or transfer of a space shall be the owner's responsibility and at their expense.
