§ 50.11 HAULING GARBAGE TO LANDFILL OR TRANSFER STATION; FEE SCHEDULE; CITY CLEANUP WEEK.
   (A)   (1)   Fees and regulations. Should any person haul all or any part of his garbage to the City Sanitary Landfill or Transfer Station, he shall nevertheless be required to pay garbage fees according to the schedule set forth herein, and is required to dump his garbage at the Transfer Station or landfill according to the rules and regulations of the Sanitation Department and shall dump his garbage at the site and the area designated within such site by the Sanitation Department or those working under its direction and shall comply in every way with all rules and regulations of the Sanitation Department with respect to the City Landfill or Transfer Station.
      (2)   City Cleanup Week. The City Manager is authorized to declare up to a maximum of 12 days per calendar year as City Cleanup Week. During such period or periods so designated by the City Manager, all or part of any fees for hauling garbage to the Transfer Station or landfill may be waived by authority of the City Manager.
   (B)   The Sanitation Department is authorized to collect fees according to the following scale:
      (1)   Free dumping. Upon submission of the most recent paid utility bill (water/sewer or garbage), a resident of the city may dump one time each month for no charge. The free dumps will be limited in size to the amount hauled within a standard size vehicle. Trailers may be utilized by residents to transport materials. This does not apply to tires, construction debris, residential waste that is collected by commercial haulers, or residents that are performing commercial operations.
      (2)   Shredding site. Anyone wishing to dispose of grass clippings or other yard waste may deliver these materials to the shredding site located at the Transfer Station at no charge. Individuals who wish to pick up mulch may do so at the same site at no charge on Fridays and Saturdays.
      (3)   Fees for disposal at the transfer station.
         (a)   Non-weighed dumps. Limited to the amount of materials hauled within a standard size vehicle.
            1.   City residents. Free with submission of the most recent paid utility bill or $15.00 without proof of utility bill.
            2.   Non-residents   $20.00
         (b)   Weighed dumps. Any volume that exceeds the amount of materials hauled within a standard size vehicle.
            1.   Businesses located within the corporate city limits   $42.78 per ton
            2.   Non-residents and businesses not located within the corporate city limits   $65.00 per ton
            3.   The weighed dump rates include a rate for the costs assessed by the franchisee for waste hauling and disposal, known as the haul rate. Adjustments to the haul rate, per the terms of the agreement with the service provider, shall be passed through to the customers of the city’s transfer station and any percentage change in the haul rate shall be applied to the per ton rate in § 50.11(B)(3)(b)2.
         (c)   Any civic group that brings waste to the transfer station as a result of roadside cleaning activities, including the Department of Transportation, or other groups performing public service cleanup activities as authorized by the City Manager or the Sanitation Superintendent, shall be exempt from the payment of fees for disposal of garbage or other waste.
         (d)   Unsecured or untarped loads are subject to a $5.00 fee to cover cleanup of any items that may have been lost during transport.
         (e)   Proof of residency to receive the city resident rate shall be the most recent, paid city utility bill for water, sewer, refuse, and/or drainage utility charges. Any persons unable to provide proof of residency shall be charged the non-residency rate.
         (f)   Tire disposal fee for both residents and non- residents:
            1.   Standard passenger tire       $3.00 each
            2.   Semi-truck tire         $15.00 each
            3.   Tractor tire            $40.00 each
