It is made the duty of the Sanitation Superintendent or a designated representative to make regular inspection trips at stated intervals of two weeks apart to determine whether such garbage is being properly disposed of and to further determine if receptacles of the kind required by this chapter have been obtained by the persons required to use the same under this chapter and it is hereby made the duty of such inspector to file a complaint against any person violating any provision of this chapter in order that such person may be prosecuted in the City Court.
