(A) The monthly charge for the gathering and removal of all garbage, trash and rubbish, excluding grass clippings, for residential, minor commercial and intermediate commercial service, within the corporate limits of the city, shall be as follows:
(1) Residential service, curbside pickup $16.80
(2) Minor commercial curbside pickup $16.80
(3) Intermediate commercial pickup $33.96
(4) Second trash cart (onetime non-refundable fee and no additional monthly fee)
(5) Third and any additional $5.00 each
(6) Additional bulk/brush each pickup $30.00
(7) Commercial container service.

(B) The Superintendent of the Sanitation Department is authorized and directed to fix the monthly fee for the garbage and trash pickup for commercial businesses within 30 days from the effective date of this chapter based upon the amount of garbage and trash being hauled or picked up from each such place of business in the city. Such fees shall be fixed within the minimum and maximum rates of fees set forth therein. These fees when so fixed shall be the fees to be charged thereafter to each such place of business subject to approval by the City Manager. The Superintendent of the Sanitation Department shall, upon fixing such fees, immediately notify the owner or manager of each place of business of the fee amount being fixed against each such place of business as a monthly charge for garbage pickup.
(C) (1) In the event the owner or manager of any such place of business should be dissatisfied with the fees so fixed by the Superintendent of the Sanitation Department as a monthly garbage pickup fee against his place of business, such owner or manager shall have the right to appeal to the City Manager within 30 days from the date such owner or manager received notice from the Superintendent of the Sanitation Department of the fixing of his garbage pickup fees. Such appeal shall be in writing and the City Manager shall investigate the appeal and attempt to make a satisfactory adjustment with the person so appealing.
(2) The City Manager shall notify the person so appealing of his decision and in the event such person is dissatisfied with the decision of the City Manager, he shall have the right to appeal from the decision of the City Manager to the City Council, in writing, within 30 days from the date of the decision of the City Manager. In such case, the last-mentioned appeal shall be heard by the Council at its next regular meeting. The Council may sustain the fees as fixed by the City Manager or may raise or lower such fees as fixed by the City Manager or may raise or lower such fees based upon the amount of garbage generated by such business and the decision of the Council shall be final.
(D) In the event there should be a change in the nature of business being conducted in any place of business where garbage fees have already been established by the Superintendent of the Sanitation Department, and this change results in a change in the amount of garbage being picked up each month by the Sanitation Department, the Superintendent of the Sanitation Department shall have the right and power to adjust the garbage pickup fees of such place of business by increasing or decreasing such fees as required by the change in such business and the amount of garbage generated therefrom, all in accordance with the provisions set forth above regulating the original fixing of garbage fees. The owner or manager of such place of business shall have the same right of appeal as set forth above with reference to the appeal allowed regarding the original fixing of garbage pickup fees by the Superintendent of the Sanitation Department.
