§ 50.05 LOCATION OF PLASTIC CARTS.
   (A)   The owner, occupant, tenant or lessees of the premises shall place the cart in front of such premises with lids closed on day of collection no later than 7:00 a.m. within three feet of any obstacle and within three feet of curb, with the wheels toward the residence on the date of garbage collection.
   (B)   Carts shall be removed from its designated point of collection and returned to a location not visible from the street if accommodations are available no later than 8:00 p.m. the day pick up is made.
   (C)   A lost/stolen or cart in need of repair shall be reported to the sanitation department.
   (D)   A resident who for health reasons cannot physically place the cart at the required location and lives alone or has no one residing with them that can physically place the cart are eligible for carry out service. A statement from a physician and a site visit will be required. The cart for carry out service shall be placed in front of the home visible from the street. Carts shall not be placed in a fenced area or garage.
   (E)   Commercial garbage containers shall be located as approved by Sanitation Superintendent. Containers shall also be located within a three sided enclosure constructed of wood or masonry. Size of the enclosure shall be a minimum six feet tall by ten feet wide by 12 feet long. The owner shall also provide a concrete pad to set the container. All costs to locate the container shall be the responsibility of the owner.
