(A) Each owner, occupant, tenant or lessee using and occupying any residence, building, house or structure within the corporate limits of the city, who has a place of abode, is required to keep and maintain at all times in a convenient location not visible from the street (when accommodations are available) adequate number of carts for accumulation of garbage. The city shall furnish one roll out cart for garbage collection. A second additional cart may be obtained by paying a onetime non-refundable fee. Any carts obtained beyond two will incur an additional monthly fee.
(B) All garbage shall be placed in plastic bags of sufficient number to adequately hold all garbage being disposed of from such home or dwelling before being placed in cart.
