(A) Title to sanitary sewers facilities.
(1) Title to all sanitary sewer mains constructed, including title to sanitary sewer “service connections” constructed, shall be vested in the city. Sanitary sewer lines between the service connection and final point of service shall be vested in the property owner.
(2) The city shall maintain and operate only those sanitary sewers whose title is vested in the city.
(B) Title to water facilities.
(1) Title to all water mains and water meters constructed, including title to “service connections” constructed, shall be vested in the city. Water lines between the service connection and final point of service shall be vested in the property owner.
(2) The city shall maintain and operate only those water mains whose title is vested in the city.
