§ 154.086 STREET LIGHTING REQUIREMENTS.
   (A)   As deemed necessary by the city, upon request of the developer (after acceptance of the subdivision), the city may request the franchised electric company to install standard overhead wood pole street lighting in dedicated street rights-of-way. Any extra street lighting or nonstandard lighting will be by contract between the developer and the franchised electric company, with written approval of the city, i.e., underground wiring, ornamental poles, additional lighting, and the like.
   (B)   All street lights installed in connection with any development project shall remain the property of the franchised electric company.
   (C)   The city agrees to pay only for lights which the city requested be installed in agreement with [the] current street lighting rate schedule approved by the City Council and the franchised electric company.
   (D)   The developer shall furnish and/or dedicate all necessary easements required for installation or transformers, guys and overhead or underground wiring.
   (E)   All street lighting installations shall be in accordance with the following requirements, and/or design criteria developed by the City Engineer and/or the franchised electric company.
      (1)   A light shall be placed at every other street intersection when the block is less than 600 feet in length unless deemed not necessary by the city.
      (2)   A light shall be installed at each intersection and any other location required by the city when block is more than 600 feet long.
      (3)   A light shall be installed on a cul-de-sac when required by the city.
      (4)   As a minimum standard, lamps of not less than 7,000 lumen shall be installed.
      (5)   All lamps shall be sodium vapor or more efficient as determined by the city.
