(A) The developer shall bear all the cost of street improvements including subdrains, as required. If the developer constructs a wider street than requested by the city, the developer shall pay the entire cost of the extra width. However, in the event a street wider than 40 feet is constructed at the city's request, upon approval by the City Council, the city may pay for the cost of street improvements for the width in excess of 40 feet.
(B) On streets adjacent to city park property, and upon approval by the City Council, the cost of the street improvements may be distributed as follows:
(1) The city may pay for one-half of the curb, gutter and paving only of the total street when a street is adjacent to a park and not in excess of 40 feet in width if funds are available.
(2) If the roadway is in excess of 40 feet in width, the city may also pay for the cost of street improvements for the width in excess of 40 feet.
