§ 154.041 STREET STANDARDS.
   (A)   Unless otherwise approved by the Commission, provisions shall be made for the extension of major streets in accordance with the thoroughfare plan of the city. Collector streets shall be provided for the circulation of traffic in and out of the subdivision and the connection thereof to the major streets. Adequate local streets shall be provided to accommodate the subdivision.
   (B)   Where such is not shown in the thoroughfare plan, the arrangement of streets in a subdivision shall either:
      (1)   Provide for the continuation of appropriate projection of existing major streets in surrounding areas;
      (2)   Conform to a plan for a neighborhood approved or adopted by the Commission to meet a particular situation where topography or other conditions make continuance or conformance to existing streets impractical; or
      (3)   Conform to a plan for street location or extension approved by the City Council after review by the Commission.
   (C)   Local streets shall be laid out so that their use by through traffic in residential areas will be discouraged.
   (D)   Where a subdivision abuts or contains an existing or proposed major street, the Commission may require that no driveways for residential purposes be allowed or other such treatment as may be necessary for adequate protection of residential properties and to afford separation of through and local traffic.
   (E)   Where a subdivision borders on or contains a railroad right-of-way or freeway, the Commission may require a street approximately parallel to and on each side of such right-of-way, at a distance suitable for the appropriate use of the intervening land. The distance of a street from a railroad or freeway shall recognize the problem of approach grades and future grade separations.
   (F)   Street intersections.
      (1)   More than two streets intersecting at a point shall be avoided, except where it is impractical to secure a proper street system otherwise and approval of such special intersections shall be based upon detail review of the design of the intersection including the need for any traffic signalization which may be required for safety.
      (2)   Where several streets converge at one point, or acute intersection angles are present, setback lines, special rounding or cutoff corners may be required to insure safety and facilitation of orderly traffic movements.
      (3)   No major thoroughfare shall intersect any other major street at an angle of less than 80 degrees.
      (4)   No collector street shall intersect a major street in an angle of less than 70 degrees, or another collector street at an angle of less than 70 degrees.
      (5)   No local street shall intersect any major street at an angle of less than 80 degrees, or any collector street at an angle of less than 65 degrees.
   (G)   Cul-de-sacs, dead ends or courts. Cul-de-sacs, courts or places may be permitted where the form or contour of the land or the shape of the property makes such street design appropriate. Such cul-de-sacs, courts, or places shall provide proper access to all lots and shall generally not exceed 500 feet in length and a turn-around shall be provided at the closed end which has a minimum right-of-way radius of 60 feet except that if an equally safe and convenient form of paved space is approved by the Commission in place of a turning circle. Such approved space may be improved as agreed upon.
   (H)   Streets with centerline offset of less than 180 feet shall not be approved except in special cases recommended by the City Engineer and approved by the Planning and Zoning Commission. Collector streets shall not have a centerline offset of less than 300 feet when they are not continuous.
   (I)   Street right-of-way width shall be in conformance with the City's Master Thoroughfare Plan and shall not be less than as follows:

   (J)   The maximum street right-of-way the subdivider shall be required to dedicate in the subdivision of land shall be 135 feet in width.
   (K)   Half streets shall be prohibited except where essential to the reasonable development of the subdivision land where the Planning and Zoning Commission finds it will be practicable to require the dedication of the other half of a street when the adjoining property is subdivided. Wherever a half street is adjacent to a tract to be subdivided, the other half to the street shall be platted within such tract. Half major or collector streets and one-half of the street shall be required from each property.
   (L)   No street names shall be used which will duplicate or be confused with the names of existing streets. Street names shall be subject to approval of the City Council.
   (M)   Street numbers are to be assigned by the city.
   (N)   All rights-of-way shall be platted to permit street designs to conform with §§ 154.080 et seq.
