The purpose of this chapter is to provide for the orderly, safe and healthful development of the area within the city and to promote the health, safety, morals, and general welfare of the community. Hereafter every owner or subdivider of any tract of land situated within the corporate limits of the city or within the extraterritorial jurisdiction of the city who may seek to subdivide the same into two or more parts for the purpose of creating a building lot or lots or for the purpose of laying out any subdivision of the city or any additions thereto shall comply with the provisions of this chapter.
