(A) No person shall own or harbor any animal for the purpose of fighting and no person shall train, torment, badger, bait or use any animal for the purpose of fighting or for the purpose of encouraging the animal into unprovoked attacks upon humans or domestic animals.
(B) Lack of knowledge or lack of intent is not a defense to a violation of this chapter.
