13-5-2: SPECIFIC STANDARDS:
In all areas of special flood hazard where base flood elevation data has been provided as set forth in subsection 13-3-2B2 or section 13-4-2 of this title, the following provisions are required:
   A.   Residential Construction: Substantial improvement of any residential structure within any 100-year flood hazard area indicated on the FIRM map shall have the lowest floor (including basement) elevated one foot (1') above the base flood elevation. New construction shall not be allowed within any designated 100-year flood hazard area. (Ord. 89-1, 1-10-1989)
   B.   Nonresidential Construction:
      1.   Substantial Improvement: A registered professional engineer or architect shall develop and/or review structural design, specifications, and plans for the construction, and shall certify that the design and methods of construction are in accordance with accepted standards of practice as outlined in this subsection. A record of such certification which includes the specific elevation (in relation to mean sea level) to which such structures are floodproofed shall be maintained by the floodplain administrator. Substantial improvement of any commercial, industrial or nonresidential structure shall either have the lowest floor (including basement) elevated to the level of the base flood elevation; or, together with attendant utility and sanitary facilities, shall: (Ord. 2007-20, 7-10-2007)
         a.   Be floodproofed so that below the base flood the structure is watertight with walls substantially impermeable to the passage of water.
         b.   Have structural components capable of resisting hydrostatic and hydrodynamic loads and effects of buoyancy.
         c.   Be certified by a registered professional engineer or architect that the standards of this subsection are satisfied. Such certification shall be provided to the official as set forth in subsection 13-3-1B4 of this title.
      2.   New Construction: No new construction of nonresidential structure shall be allowed within any 100-year flood hazard area. (Ord. 89-1, 1-10-1989)
   C.   Manufactured Homes: All manufactured homes are required to be placed within zone A on the city's FIRM and shall be installed using methods and practices which minimize flood damage. For the purposes of this requirement, manufactured homes must be elevated and anchored to resist flotation, collapse, or lateral movement. Methods of anchoring may include, but are not limited to, use of over the top or frame ties to ground anchors. This requirement is in addition to applicable state and local anchoring requirement for resisting wind forces. (Ord. 2007-20, 7-10-2007)
