(A) It shall be unlawful for any person to tie, stake or cause to be tied or staked, for the purpose of grazing or pasturing, any horse, mule or cow upon any premises within the town not owned or controlled by the person or persons.
(B) The tying or staking of any horse, mule or cow upon any of the premises of the aforesaid, or in a manner that the animal or animals may graze or pasture upon any premises, shall be deemed prima facie evidence that the animal or animals have been placed there for the purpose of grazing or pasturing the premises not owned or controlled by the person or persons.
