§ 95.20 PROTECT STREETS AND HIGHWAYS FROM DAMAGE; MOVING BUILDINGS AND DEBRIS.
   (A)   Any tractor or other vehicle having lugs is not permitted to operate on the streets and highways of the town without a special permit in writing first had and obtained from either the Mayor or the Police Department of the town; the permit shall not be granted if it appears the operation of any vehicle will result in damage to the streets and highways of the town, in the discretion of the licensing authority.
   (B)   Trees or any portion thereof, dead livestock or any other material or object, of whatsoever nature, shall not be dragged upon the streets and highways of the town, without a special permit in writing first had and obtained from either the Mayor or the Police Department; the permit shall not be granted if it appears that the dragging would result in the littering with debris of any streets and highways of the town to any considerable extent, in the discretion of the licensing authority.
   (C)   Any person, firm or corporation obtaining any permit in writing as set forth in division (B) above shall clean up all litter, mess and debris left by any dragging so done and shall constitute a separate violation of this section.
   (D)   Any person, firm or corporation intending to bring any building through or upon the streets and highways of the town shall first obtain a permit in writing so to do from the Mayor or the Police Department, and at the same time shall pay in advance a license fee of $15 an hour to the Town Clerk-Treasurer for the time estimated to complete the moving of the building either to its intended location within the town, or through the town; the estimate to be made by the Mayor or the Police Department, with a minimum license fee of $15; and in addition, the person, firm or corporation shall deposit in advance of any moving, with the Town Clerk-Treasurer, the cost estimated for moving and repairing any poles or wires, as determined in the discretion of the Mayor or the Police Department, and shall reimburse the town for any actual cost in addition thereto, occasioned by the moving when completed; any surplus above actual cost of moving poles or wires shall be refunded to the person making the deposit with the Town Clerk-Treasurer, but the license fee shall be retained by the town, at the rate of $15 for each hour or part thereof consumed.
