(A) NMSA § 66-3-1011 provides for operation of recreational off-highway vehicles and all-terrain vehicles on paved streets within the Town of Clayton if authorized by resolution or ordinance of the Town of Clayton; subject to the following terms, conditions, and structures of this section such vehicles are authorized to operate on certain paved streets within the Town of Clayton.
(B) All such vehicles and their operators must comply with each and every provision of NMSA § 66-3-1011 and any violation of that statute is a violation of this section.
(C) All such vehicles may be operated within the Town of Clayton only during daylight hours which are defined as one-half hour prior to sunrise through one-half hour after sunset.
(D) Such vehicles shall not be operated on:
(1) That portion of First Street (US64/87) from the intersection of First Street and North First Avenue on the north to the intersection of First Street and West Avenue on the south.
(2) That portion of Main Street and Monroe Street (US56) from the intersection of Main Street and West Avenue on the east to the intersection of Monroe Street and North Fifth Avenue on the west.
(3) Those streets immediately adjacent to any hospital, nursing home, or public school within the Town of Clayton.
(E) Such vehicles may cross the portions of First Street, Main Street, and Monroe Street on which such vehicles are prohibited by this section only in the manner permitted by NMSA § 66-3-1011.
