The following items set forth the purpose of the grievance procedure for the town as it relates to handicapped citizens:
(A) Provide handicapped citizens a procedure by which their complaints can be considered promptly and fairly.
(B) Encourage handicapped citizens to express themselves about conditions of the town facilities which affect them as citizens.
(C) Promote better understanding of the town policies, practices, and procedures pertaining to handicapped citizens.
(D) Instill in the citizens confidence that actions are taken in accordance with established, fair, and uniform policies and procedures.
