§ 35.01 DEFINITION.
   For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
   GRIEVANCE. A claim or complaint based upon an event or condition which affects the circumstances allegedly caused by misinterpretation, unfair application, or lack of established policy pertaining to the town facilities. A GRIEVANCE involves alleged safety or health hazards, unsatisfactory physical facilities, surroundings, unjust treatment, or any other grievance relating to conditions of the town facilities.
