Subdivision improvements shall be installed on the site in the following sequence:
(A) Street grading and installation of water distribution lines, sanitary sewers, storm sewers, gas, telephone, cable television, and electric service lines, with connections for each system extended beyond the curb line to preclude subsequent cutting of pavement.
(B) Street base material.
(C) Curb and gutter and sidewalks.
(D) Street paving.
