The regulations set forth in this Chapter shall affect all land, every structure, and every use of land or structure, and shall apply as follows:
(A) Compliance Required. No structure or land shall hereafter be used, occupied, or modified, and no structure or part thereof shall be erected, moved onto, or structurally altered, except in compliance with the regulations of this Chapter, for the district in which it is located. This definition shall include all forms of development as defined in GS § 160D-102(12).
(B) Zoning Permit Required. No building, sign, structure, or land-disturbing activities, or any part thereof shall be erected, structurally altered, moved, or changed in use until a zoning permit has been issued by the Planning Director, as set forth in § 155.709 “Zoning Permit”.
